I dont get the cops sumtimes???

when there's no shooting or drug or gang activity going on its seems to me they would be happy that its's not going on but in my point of view when its all quiet and peaceful on my block for the first time i would say the dirty cops gotta kill sumbody to make it seem like another gang did it just so it can be war against the bloodz and ckripz
